Biden promises burnt-out Coloradans wind mills

who am I? Why am I here?

? Can we infer that the President is blaming the fire on a downed transmission line, and that this promise of windmills is supposed to be a promise that electricity will no longer have to be transported across fire-prone prairies? Does he understand that windmills operate by generating electricity, which is distributed via the same transmission lines used by conventionally-fueled power plants?

Or is even crediting him with that flawed thought process too generous?
