Don't they know they have to hold elective office to get away with this?

Over 60 current and ex-NYCHA workers cuffed in historic bribery and extortion bust
The suspects — accused of accepting cash payments from contractors in exchange for lucrative New York City Housing Authority contracts — were hauled off in handcuffs in a widespread raid Tuesday morning, according to the Southern District of New York.
NYCHA has ZERO tolerance for wrongful and illegal activity,” said NYCHA Chief Executive Officer Lisa Bova-Hiatt in a statement.
“The individuals allegedly involved in these acts put their greed first and violated the trust of our residents, their fellow NYCHA colleagues and all New Yorkers. These actions are counter to everything we stand for as public servants and will not be tolerated in any form.”
The government makes these occasional arrests to show us dupes that, “by golly, we’re running a clean shop here, and every penny we take from you at gunpoint is ‘invested’ wisely and well, so pay up and stop whining.” In the meantime, official corruption is just business as usual. We could go on for pages listing Governor Cuomo’s and his Democrat legislatures’ decades-long pay-for-play scheme, but the fraud and theft is participated in by both parties — see, eg, Long Island Republican Party, Senator Al Damato.
But here are just two recent examples of New York corruption, led by Cuomo’s replacement Hochul and the Democrats in Albany.

Hochul gave COVID test contract to campaign donor that charged taxpayers double
[A] donor tied to $300,000 in campaign donations got $637 million in state business for rapid tests that were twice the cost of those provided by other vendors.
