I saw this headline and I literally (I do mean literally) thought he was referring to the current state of NY's streets and subways — he actually meant it as praise

The Mayor included a link for those seeking travel assistance for family members living in Haiti.
I would have referred to it as the Mogadishu of America, but I suppose that’s out of date; or premature.
